Historical Significance of a Governor's Estate Seal Ring - Seeking Identification

hello! i acquired this poison/compartment/wax seal ring years ago
it came from the estate of Gov. Frederick Payne of Maine. I have been looking, to no avail, for the historical significance of the
design on the seal. Can you help? Or can you refer me to a reference guide that may help.

Hello Ron and thank you for your inquiry. You have a lovely ring.  A far as historical significance, the seal may be a family crest. If you know or could get his geneaology origins you might have luck in that area. Possibly a biography is available for the Gov. The seal appears to be two dragons? with a shield in the center and crown over the top. A crown usually indicates royalty and the shield represents protection. You may also be able to locate a book in your local library that shows the various icons used in crests and coat of arms. Other than that, look for any markings that may lead to a manufacturer or place of origin. If this is the family crest you may be able to track it down.
