A bracelet may be stamped with a quality mark on one or both ends of a clasp. In the USA, there should also be a stamp for the manufacturer, either a name, abbreviation or symbol for a maker. If there is not a mark for a maker, you might be suspicious.
You can assume the bracelet is 14k if you know where it was purchased and if the seller is reputable. If all is unknown, you know the circumstances of the bracelet and I know nothing about it other than the 14k stamps. The history of the item will shed a lot of light on how correct an assumption may be.
If you are really uncertain, the only way to know for certain is to have the metal tested. Call a few jewelers to see if they test metal. Call first since some places do not do this testing at all and some have no one there who works on jewelry. Take the bracelet in an have the gold tested to know for certain.
