Estes Institute of Cosmetology has been open since the mid 80's or so. It's downtown, on Main Street. That's where I finished my education for my manicuring license way back in 1992. The Milan Institute is new in Visalia. It's located on Fairway Ave, near our bowling alley and I believe classes there will start this month.
