I gave my boyfriend a "hand job" while he had on underwear and Dickies work pants. He definitely did not ejaculate; however, I am not certain whether pre-seminal fluid was present. My hands were a bit moist at the time, but I'm fairly certain it was sweat. After 45 minutes, I used the restroom. When I wiped, my hand slipped a bit from the toilet paper. Am I at a risk for pregnancy? It is too late for Plan B.

Well as to the Plan B question, it needs to be taken as soon as possible after an unprotected encounter and within 72 hours of the encounter to be effective. As to your chances of pregnancy, I would say they are extremely minimal without ejaculation. Also, even if there had been seminal fluid on your hands, it would have dried by the time you used the restroom and MAY have touched yourself 45 minutes later. I see no need for you to worry here.
