Identifying Vintage Jewelry: Understanding Hallmarks & Maker's Marks

All I really know about this braclet is my grand pa gave it too her for a anniversary gift in 1943. It's engraved to  her from him on the inside of braclet. Its very heavy, silver in color and has a mark but I'm not sure what it is.Maybe a animals head with a #3 below or is that a letter "E" below the head,   how can I find out about the differance in the hallmarks and makers mark?
