The E is not a defined marking in the regulation of metal quality marks in the USA. The USA standard calls for a makers mark IF the item has a quality mark, i.e. the 14k. This mark is to be close to the metal mark. So, it fits that the E is a makers mark.
Still, without the item in these hands to actually test the cameo metal, I cannot definitely say what the metal truly is or even if the marks are valid. Please call around to jewelers to see who will test the metal for you. Then, if you truly want to know, go have the metal tested. If the item looks good to you as it is and you are not losing sleep over the metal quality, I say go with the mark as it stands and enjoy the cameo. Fair enough?
