High Heart Rate in Teen Athlete: When to See a Specialist?

I am concerned about my daughter and wonder if I need to get her seen by a specialist.  She is a serious athlete (gifted in soccer).  Aside from her complaints about headaches (that respond to excedrin) she seemed normal/healthy.  She is 5'2" 107 lbs BUT recently her heart rate has been 90 - 104 which is extremely high in my unlearned opinion for an athlete of her caliber. Her BP was 95/56.  She has had NO medical issues outside of broken bones and 1 concussion.  No surgery.  However, my father has congestive heart failure and my 46 yo sister has recently been diagnosed with an injection fracture of 30% in the lower ventricles (this after rapid heart rate the year before - but she contracted Hep-B from a needle stick as a nurse over 20 yrs ago so I have no idea if one has anything to do with the other).  My own heart rate is in the 70's and was in the 50s in my athletic days.
Her rapid heart rate is troubling her...and I am concerned about her continuation in Soccer - especially since she wants to play in college as well.  Should I be concerned about this heart rate?
