Applying Gel Polish Over French Tips: A Clarification

can u paint ur white french tips with blue nail polish? once dry, then glue them on. then apply the gel coats? and i havent any primer, can i use the pencil primer?

I need you to clarify a few things first...
1. which part of the white french tip you want to paint? The white part, the off white part - if it is a whole nail -, the whole one?
2. what is the pencil primer? Primer on a pencil as the cuticle care pencil?
Pls answer me these and so that I will be more accurate and specific.
