Identifying a Vintage Leo Marks & Anguenot Freres Ladies Pocket Watch

I received from my late grandmothers estate what i believe to be a ladies pocket watch. It's about 1 1/2" in diameter. The question I have for you, that no one here in town can seem to answer is concerning the maker. Inside below the 12 it says Leo Marks 17 Jewels, with the word france underneath the 6. Inscribed on the inside of the back case is the name Anguenot Freres France. There's a bunch of red stones or dots throughout the workings of the watch. It does have some sort of jewelers mark on the outside that may say "plor clay" with a heart between two dots. can you please shed some light on this mystery? thank you.

The name Leo Marks - I found a Leo Marks Jeweler in Ohio, but they are more contemporary. The red stones are the jewels as in the 17 jewels.
