I am not currently aware of any appraisers that appraise rough gemstone material. I am also not currently aware of any insurance companies that will insure rough gemstone material. Appraisals are typically written for insurance replacement.
I am going to take a guess here and suggest that you are looking for a value of the rough and not an appraisal. The best place to get a fair market value for rough material will be from a facetor. If you can locate a facetor/gemstone cutter in your area, that might be the best place to start.
