Vintage Ring Resizing: Cost Estimate & Expert Advice

Hi,
I've been considering getting a vintage initial signet ring for myself to wear as
a cocktail ring, but as I expected, all those that I've found were for men. I've
finally found a Victorian one with a more delicate design that I'd like to buy,
but it needs to be resized quite a lot. It's size 10.25, but I wear a 7. How
much would you estimate it would cost to have that done to this ring

Since it has NO stones in the ring the sizing should be pretty simple and straight forward, in a typical jeweler store in the mall, the sizing should not cost more than 60.00 if you went to a "mom and pop" store with a jeweler on premise and a shop, they would charge approx. 20-30 US dollars, if you found someone a friend in the business it should not cost more than 12-15.00
