Understanding Diamond Replacement Value & Selling in India

Hello Sir,
I bought a diamond for $2850 from Ebay with a certificate from CGI with replacement value of $3000. Now, i don't understand the meaning of the word 'replacement value', but want to sell it in India as i am an Indian and currently staying in India with proper appriasal value. Now, will i be able to sell it? If yes, what should be the correct rate according to the certificate and will a normal Jewelry store do the buying?
As I am a Kiddie in this field, I will be waiting for your answer.

Retail Replacement Value is the price you would pay to buy a piece of jewelry. Fair Market Value is the value you need so that you can sell it.
I can give you a Fair Maket Value but I would need to see the diamond first.
