Understanding Gold Purity: 14kt Gold vs. 1-30 rgp - Is it a Quality Issue?

if a ring says it is 14kt gold (yellow) but the inside band say 1-30 rgp is this a bad qaulity. Says the ring is vintage. sorry no picture.

Dear Melinda,

I really need to have the ring in my hands to examine or test more to know for certain what is offered.  If being sold, the seller needs to clarify exactly what the ring is made of.

My fear is the ring is rolled gold plate, a fairly durable layer of gold above a center of a base metal such as brass.  It is possible the markings mean this is 14k RGP, meaning the layer is 14k but is only a surface layer.
