Understanding Eye Movements: Is Barry Manilow's Eye Condition Lazy Eye?

I was looking at some pictures for my magazine that I work for and I
noticed Barry Manilow's left eye looks a little funny.  I was wondering if he has
lazy eye?  I asked my co-worker, as well, and she says it looks exactly
like her daughter has.

I pulled up his pictures in google and looked at several.... I do see his left upper eyelid droop on some of the pictures, but I don't see a lazy eye, which should be a lag of movement of one eye consistently, which I don't see...
