There are many reasons a women can be high risk for blood clots (hypercoagulation disorder) some being synthetic oral birth control pills, the act of smoking cigarettes and the combination of smoking an oral birth control pills.  There are genetic predispositions as well with clotting disorders such as Factor V (five) Leiden (a genetic mutation that significantly increases risk for blood clots and Pulmonary Embolism [PE]).  You can get the gene test done these days at your doctors office.  Things like active cancer (peri-neoplastic syndrome) and inactivity as in after a leg bone fracture leading to immobility can predispose one to blood clots and PE.
