The short answer is, it can't.

The longer version is massage cannot be used to diagnose or treat any specific medical condition, that would be out of the scope of practice of massage, and thus practicing medicine without a license.  Massage can however support health and wellness by reducing stress and pain, stimulating circulation and palpating abnormalities in the soft tissues (like areas of numbness, tingling, hypersensitivity in the skin) all of which can be helpful to someone with diabetes.
