AnswerFirst, the easy part of your question: You can find a color wheel at any local art supply store. Also usually easy to find in the paint section of any hardware store, or even on the back of a box of food coloring. Basically, red + yellow = orange, yellow + blue = green, blue + red = purple. Yellow + red + blue = brown.

The technique does not differ much if you are only fading on the tip. Just create your smile line with the first color and then fade downward toward the free edge, or use your pink as your first color and then fade it into the glitter for a faded smile line.
It takes some practice and you'll find that some colors blend better than others. I particularly find that the jewel tone glitters don't fade as well as the translucent ones.
