Early Fetal Movement at 13-15 Weeks: What to Expect

I've always read that you shouldn't feel movement until at LEAST the 18th week of pregnancy.  However, I've been feeling flutter-like movements since 13 wks (I'm 15 wks now).  They're always in exactly the same spot, about 2 inches above my pubic bone, and feel like an eye twitch or maybe a slight muscle twitch after exercise.  It's gotten more frequent over the past couple of days.  Is that the baby (or the uterus)?  It definitly doesn't feel at all like gas.

You do not feel fetal movement until at least 18 weeks gestation (22 weeks for the first baby). However, you can feel gas moving within the intestines due to the sequestration of the intestines by the growing uterus. This gas often feels like bubbling, or twitching, or gurgling.
