My problem is I am abnormally under weight. I am 32-year-old tall 5' 4" and weigh only 35 kg. I have been trying to put on weight for the past few months since I am going to get married in June. My proportion is also little peculiar 30", 23", and 33". I am not over ambitious of get the modeling body, but I am very shy and disappointed of my chest being 30". Is there any way I could exercise and make it at least 3" big? I am really worried about it and how I will look in my wedding dress specially my bust. Please help me.
Please don't tell me to wear padded bra I hate it.

Unfortunately, exercising your pectoral (chest) muscles will only increase your muscle mass, not increase the size of your actual breasts. Beyond implants, there's not anything you can do about those. I do highly recommend asking your doctor about breast implants- they may be less expensive than you think.
Congratulations on your marriage, though, I hope it goes well. If you decide to have children, most women notice an increase in their bust size due to pregnancy, so that may help a little.
