Hair Bleach Damage & Repair: A Detailed Case Study

Question
Hi, I'll try to give you a vivid image of what I put my hair through so you know how to give me a specific answer. My hair is naturally dark brown and curly. Ever since I was 15 I started getting blonde highlights on the natural brown with just a toner and it was the perfect shade and perfect curls for years.I am now 24 and  3 years ago I moved to Egypt and that's where it started to get damaged. I don't know if it was the water here or that I basically tried all the hair salons around here to find someone who knows what they r doing. Anyways to keep the shade I wanted they started dying my hair to a light brown which always turned orangish brown after a few weeks and blonde highlights. I got pregnant and didnt dye it for 9 months so my natural hair color grew out to a huge part so i finally decided to take out the blonde and dye it back brown. So my hair now is half natural dark brown that hasn't been treated yet and the other half is dyed brown (lighter). I now want to go back blonde but I don't want to dye it. I want to get it done like how I used to just highlights and a toner to give me this ash look. They don't use toners here they use this shampoo dye that always turns orange no matter what shade it is. Is there anyway you can tell me what to do. Can I buy the toner from the states and have someone apply it her? If yes which shade? Also what would be the best things to do if my hair is really damaged from the bottom? Will the color turn out right if I have two different colors like I explained. Thanks

Answer
Well may you send in a picture? But for now i would suggest letting your hair grow out a little bit then cut the light brown off and just start over again, as you said it is really damaged. If you do not want to chop off your hair, you could use a deep conditioner. And no the color will not turn out right if you decide not to cut it off. If the toner was a cheap brand, the toner may get confused and will turn out a different shade of what you were hoping for. Sounds weird but it's SO true.
