While this subject is not my expertise, I am familiar with it.  I would suggest you buy a good book on the subject. Jewelry supply stores usually have good books.

Mean while here is a site that talks about the art

This is a hands on thing that requires practice.  You will need to get the basic supplies from a jeweler supply.  Such as the oven and enamel (glass) in all the colors to start experimenting with.  You will need some cast silver shapes ready to inlay with the enamel.
