can painless bright red urine in 15 year old boy with no other symptom which occur only 1 day and ultrasound and urine microscopic was normal can it be sign of bladder cancer or other tumor

Very unlikely in that age group, but w/ normal US and microscopic tests that is even more reassuring that it is not.  There are Bladder Cancer and Renal Cell Carcinoma bio-markers (blood tests) that can be run for more assure-adness.  Likely, painless micro-hematuria is from micro-trauma due to running, sports or some other activity.  There are a few with chronic hematuria that is totally benign process.
