To answer, your first question, and given the you don't want to consider the options you mention, I would suggest you look into doing color but finding a color that will match your skin and hair color and make this fuzz much less apparent may be challenging. Alternatively, you may want to try Camomile floral water directly on the upper lip fuzz as camomile is known to lighten hair color. Find something like this:
