He stated that when he cuts off the blades (to make chain pulls, etc.), when he tries to drill out the handles it just dulls his bits. He has not been successful in his attempts. He stated that there is what appears to be concrete in the handles, but a masonry bit didn't work either. He is working with silver plated flatware from the 30's and 40's.
Is this enough info?

My father-in-law makes jewelry out of flatware. He is getting pretty good at it, but is unable to figure out how to hollow out knife handles. Can you help with some ideas.

The material of the handle is like bakelite with a solid hardened steel tang.
I would attempt a titanium coated drill with some cutting compound or perhaps a diamond drill........unfortunately this sounds like a case of trying and seeing what happens.
