Can 10k gold be melted down with an average handheld propane blow torch?

Yes, it can. But I don't recommend that you do it. If you some day want to scrap the gold, your jeweler or refiner will see the stamp and know what to test for. Without the stamp, he would have to do multiple tests to determine the gold content. If you have a very small amount to sell they may not want to bother.
