Identifying a Vintage Gold Pencil: WML, 375 & Birmingham Mark

My husbands Uncle left him a gold propelling pencil, it has the letters WML with a small capital D next to it. There is also a 9 and a 375. a sideways anchor and a V. I presume it is 9ct gold, but would like to know when and where it was made
