I am concerned because my levels went up by a pretty fair amount in the past two weeks, I am still spotting and have been since 02/05. Is is normal for them to spike up like that? I had them taken at the same lab so its not a lab differential.

No. It is not normal to have levels spike up after having a downward trend like yours. However, I would not consider it significant unless it plateued or rises more.
I suggest a repeat hCG level in 2 weeks and proceed according to results.

QUESTION: What would cause them to go back up like that? Would it just be some remaining placenta piece that is not being expelled?

This is generally true. However, follow up is necessary to exclude what is known as gestational trophoblastic disease which may have serious consequences. You should follow up with your caring doctor and as I mentioned before, a repeat level is mandatory.
