Ordinarily, this is not a question that I would answer, since it doesn't concern infertility or woman's health. However, in consideration of your age, I thought you deserved an answer. One of the problems with talking with teens in adults usually don't want to talk to them.
I am glad that you had this discussion with your mom. You have a good family situation and should cherish it. Despite what my answer is going to be, I think you should do what your mom wants because she asked you to. Not because she is right or wrong. If you love and respect your mom, you need to do what she asks, just as you would want her to respect your wishes as well.
What you are going is quite entrepreneurial, although it is on the edge of morality. I would never have thought such a thing would occur, but these are crazy times. In terms of the answer to your question, unless the semen ("cum") is fresh, then it is highly unlikely that you could become pregnant from wearing the washed panties. Washing them certainly takes off the semen and the hot water sterilizes the cloth. However, it is kind of gross to think that you would wear underwear that some guy used to masturbate on, washed or not. What I would suggest is the following if you want to continue this business, charge the boys $20, and let them keep the panties. You use the $20 to buy new panties to use. That way, you never need to wash them or handle them again. I don't know how much panties cost, but it you buy more expensive ones, then charge what they cost plus a profit margin. That is how businesses are run.
The bottom line, answer however, is follow your mom's request. There is no morality issue here that I can see (one of my degrees is in Philosophy), but there is a sense of "correctness" or "cleanliness" issue here, that makes the arrangement kind of dirty (pun intended).
