High blood pressure won't cause rapid heartbeat.  The rapid heartbeat can be from thyroid disease, or anemia, or a primary heart electrical problems.  You should have a monitor placed for 24 hours, so the rythum can be recorded.  Most doctors have them in their office, called holter monitors.  Now, sometimes when the heartbeat goes fast, it can raise the blood pressure.
