Baby Heart Failure & Bleeding: Understanding the Cause & Next Steps

My last period date was 12th august and i got pregnant, but yesterday i mean 27th oct bleeding started and it is in very minor level just some spots, and it was happening every after one 1 hour. we were scared and went to doctor, after ultra sound i came to know that my baby heart is failed and there is no growth of it... He just as to wait for 3 days if the bleeding started heavily is good otherwise you should go for the D&C, Now please let me know
1st question why this happen with baby that there was no growth inside??
2nd question: Should i go to the D&C??
