The best course of action is to wait and let labor start on its own.  Time is the best method as babies know when they are ready to be born.  There is no need to force them out when they're not yet ready.  The average length of a first pregnancy worldwide is 41 weeks, 4 days, so your baby may just need a few more days to grow and develop before it's ready to be born.

Research supports that women can safely carry their babies without induction until 42 weeks, not 40 weeks.  It is your right to refuse an induction if you do not want it.  If she is experiencing signs of complications, and natural induction is preferable, the link I provided previously explains many natural ways to induce labor:
