I want to be a sergeant mother. I would love to help people that arent able. i have a daughter myself already. So I want to know how do i go about getting the informations about becoming one

In order to serve as a Surrogate, you would need to contact a Surrogate agency.  They are usually the ones that arrange those things.  There are agencies all over the country and an internet search will direct you to many.
