If this was your first test, then you need to repeat to verify and makes sure it was not a laboratory error.
If it was your second test, then your motility and morphology are below the normal standard as you described. It is not possible to predict if you can cause a pregnancy or not since Men are generating sperm every 90 days (i.e. continuously). So if you are using this to decide whether or not to get married, you are making a mistake. For now, I would disregard the semen analysis as a basis for a relationship. If you have not been able to produce a pregnancy after 1 year of trying, then you should see a fertility specialist and undergo a full evaluation. Until then, there is no reason to test.
You only other option if it concerns you that much is to see a Urologist specializing in male infertility. There are not a lot of these sub-specialists so one might be difficult to find other than in a University center or abroad. I would not recommend that you see a regular or general urologist because they will mislead you.

QUESTION: I had gone to a specialist and he stated that smoking has effect on than analysis on other hand he detected that I have a water pack ( I forgot its scientifical term ) on my testis it is to large and he stated that I have to do surgery to pick it up for improving my sperms function also for avoiding testis destruction finally to eliminate pain , realy I have a pain for long time , also you have to know that I did a testis surgery since 2002
my question is from point of view is the water pack mentioned above can be reason for sperm failure also if I leave it without treatment it may affect my sexual connection or prgeneacy for my future wife ?

I believe you are referring to a hydrocele, which is a collection of water within a cyst in the testicle. Since this is not normal, you should have it removed. It will not affect your sperm function necessarily. If it is causing pain, I would definitely recommend that you have that surgery done.
Smoking has been shown to decrease sperm viability, so that is certainly something you will want to quit if fertility is a big concern. At least it is something that you can do yourself and not need any medical intervention.
In terms of getting pregnant in the future, until you try, you can't know if you can get a woman pregnant or not.
