Yes, it is possible for cervical changes from a nullipara (first-time mother) to a multipara, even when the first child was delivered via c-section.
This is due to combination of factors including the hormones of pregnancy. It it also due to the fact that in all but the rarest of circumstances, some cervical change [i.e. dilation and/or effacement] has taken place before the cesarean section is performed.
Few c-sections would occur in the absence of such cases. This may happen in the case of a very preterm birth and/or with multiples.
With those exceptions, most c-sections take place near term, at which time some cervical changes are almost always present.
