At 17 weeks, the placenta should be low lying. This is not a surprise nor an unusual occurrence. During pregnancy, the placenta usually forms low and then gradually shifts upward away from the cervix as the pregnancy progresses. As no sign of previa was noted, there is no immediate reason that any precautions need to be taken and traveling by train should be safe. A repeat ultrasound around 32 weeks may have been recommended to check placental position. Unless you have bleeding, pain or other symptoms, then there should be no cause for overt concern.
