Toner After Bleach: Is It Always Necessary?

Is it normal to highlight with bleach and not put a toner on?

It depends. I don't tone every single client that I lighten. I use toner if the desired end result is cool or beige or something like that. I also use several different lighteners based on the finish they produce. However, I prefer to glaze (tone) because I like the refinement it gives the color.

I personally think toner makes it better, but it is not mandatory.
