Could you advise me how to get a nice and durable satin finish on sterling silver?
After polishing I usually make a fine silver layer by depletion gilding (3x annealing,pickle and scratching) to cover up possible fire scale. However, the brass brush makes the surface bright and shiny.
I'm afraid that if I use say a 400 paper to reduce the shine, the metal inside the micro-scratches will darken with time. Is it advisable in this case to cover the surface (scratches) with wax or lacquer?
My favorite earrings got ugly black spots after 6 months of wear. It did not disappear with cleaning or with Goddard silver dip, thus it must have been old fire scale appearing. I absolutely want to avoid that!

Well, you have done everything in the right way. The problem is not in the finish but in the silver.
I will recommend you to use ARGENTIUM SILVER, it does not tarnishes at all and it is a great material to work with.
