Fetal Development: Understanding Clitoris and Genital Formation

I have a question about fetus development.I read or was told some time back that the reason why a CLITORIS resembles a penis head is because during development of the fetus if it were to be male it the clitoris would form into a penis, and if it were to be female the vagina would form and the clitoris would stay as is.

In embryonic development, if the tissue is destined to become a male, a penis is formed with a scrotum.  If a female is developed, the scrotum develops into a vagina and the penis develops into a clitoris. They do not switch from one to the other but are similar organs depending on gender.
