* The root remains: The root, also called the follicle, is embedded in the skin. This is where new hair is produced. Cutting the hair doesn't affect the follicle, so it will continue to produce new hair.
* The hair cycle continues: Even if you remove the hair, the follicle will eventually start producing a new hair strand, which will eventually grow through the skin's surface.
So, while cutting your leg hairs with scissors will give you a temporary smoother feeling, it won't permanently remove the hair.
