I'm not sure if this question fits your listed expertise but I hope you don't mind that I submit it anyway. There are no other experts in the category. I have very low self-esteem to walk around shirtless at a beach. I'm a typical man with typical chest, back, arm, and leg hair. Baffling to me, some actors in movies or ordinary men around my local pools and beaches are free of hair. Doesn't every man's body sprout hair during puberty? How are they sheen and free?

I think the answer to your question of why some men are hairier than others is down to genetics and the amount of testosterone the body produces. Testosterone is the male hormone and ensures a deeper voice, pronounced Adam's apple, muscle development and a hairier appearance.
You mentioned that some actors and people on the beach are not hairy. It's possible that they don't produce as much of the male hormone and so would display some more female characteristics, such as hairless and softer skin. However, they may also have hair waxed or lazered or shaved or use hair removal creams.
If you are uncomfortable about your body hair then you could explore any of the above options. Hair removal cream and shaving being the cheapest and least painful. Many men I know go to a beauticians to have waxing and a friend of mine has just had his face Lazered, so that he no longer needs to shave.
But it's fine for men to have body hair. If you were a young lady then I would be suggesting that a course of electrolysis or lazer treatments should be the first point of call but I think that it's nothing to feel self-conscious about as a man.
