Plucking removes the hair shaft from the follicle, but it doesn't destroy the follicle itself. The hair follicle remains intact and will continue to produce new hairs.
While repeated plucking *can* sometimes damage the follicle over a very long period and potentially slow hair growth or even stop it in some cases, it's not a reliable or common outcome. Most people will find that plucked leg hair grows back eventually, usually within a few weeks.
